The great Cagayan Valley of northeastern Luzon is inhabited
   mainly by the Ibanag, Itawes, and Ilocano ethnolinguistic
   groups along with various tribal communities.  The capital of
  Cagayan, Tugegarao City, is home to the centuries-old Cathedral of St. Peter and is a good starting point to Callao
  Caves National Park in Peñablanca.  A cave system of nearly 100 chambers (one of which includes a chapel) can be
  found along the spectacular limestone cliffs of the Pinacanauan River, which some have compared to African safari
  landscapes.  Isabela is known for its tobacco fields and mountain rainforests.  Facing the Pacific Ocean, the nearly
  400,000-hectare Northern Sierra Madre   National Park is one of the world's last eco-sanctuaries.  On the other
  hand, located at the tip of the country, Batanes has spectacular landscapes of windswept coastlines and rugged hills;
  it's now one of the country's most promising tourist spots.
